Expressions set down in documents addressed by a notary to a property registrar as part of a registration proceeding and in appeals to higher levels of authority. In notifications addressed to the Directorate-General of Registries and Notarial Affairs reporting evidence of irregularities committed by a property registrar in the exercise of his public functions and possibly constituting disciplinary infractions, the notary's right to freedom of expression must prevail over the registrar's right to freedom from attacks on his honour.
