Act 29/2011 of 22 September on acknowledgement and comprehensive protection for the victims of terrorism has approved certain new developments in the damage, aid, benefit, guarantee and decoration procedure. In addition to defining terrorist action, the act includes people who have been injured among the victims of terrorism, even when the persons responsible for that injury are not members of criminal groups or organizations. In addition, the regulation implementing the act will be applied retroactively to people who have already obtained aid and damages of sums lower than those established in Annex One, under a deadline whose countdown will begin in the year when the regulation is published. So, this paper will review the legal framework in matters of redress and the special features established by the Constitutional Court, the Civil Division and the Criminal Division of the Supreme Court and the Administrative and Criminal Division of the National Court.
