Because of the huge variety of different embodiments housing estates take in practice, plus the scantiness of laws regulating housing estates, sometimes city planning rules are overwhelmed by particular cases that arise in fact. So it happens with the question of whether or not parcel-splitting or division permits are required when a housing estate is created. This issue has led to a number of decisions from the Directorate- General, such as the decision discussed here.
