Caveats warning of action under administrative law as provided for in article 66 of Royal Decree 1093 are admissible only in the express cases provided for in the said article. When an appeal is filed under administrative law against a municipal decision refusing to admit for processing a request for an ex officio revision of a final licence through the channels in article 102 of Act 30/1992 on common administrative procedure, the judgement handed down on said appeal can only force the city government to initiate or not to initiate the ex officio revision proceeding; it cannot decide anything about the legality or nullity of the license. This being so, the judgement handed down (even if it upholds the appeal) can never affect a license, nor therefore can it cause any modification in the property registration office's books. If in the appeal proceedings the court orders a caveat under article 66 of Royal Decree 1093/1997, the property registrar must consider whether the judicial procedure ordering the precautionary measure may end in a judgement annulling the license or cause any kind of modification in the properties or in the books of the property registration office; and if no such modification is possible, the registrar has the competence and the duty to refuse to enter the caveat, precisely because whatever may be decided in the final judgement, even if it upholds the appeal, has no real, registration-related legal significance.
