Abstract

The periodic persistence of noise at levels above the permitted limits, both inside and outside homes, can put a human being into a irritated state that has both mental effects and physical repercussions. Such noise makes it impossible for a person to enjoy his or her home and difficult for a person to maintain a minimum standard of suitable personal and physical privacy. There are cases where the city authorities do nothing to address such situations. It is the obligation of the city officials to make public service compatible with the fundamental rights.
