When a minor is declared abandoned and is put under the guardianship of a public agency, parental authority is suspended. When children are put into a foster home, their parents continue to hold the right to engage in a relationship with them. The parents' right will be suspended or restricted only by court order or as a precautionary measure taken by the provincial bureau holding administrative authority over the children, if the situation is serious enough to so require and if it is in the children's best interests to do so.
