Analysis of the change in the directorate-general’s doctrine regarding the registration, by lapse of time, of changes of use introduced from the decision of 9 April 2024 onwards. A comparative study of the two approaches. Particular consideration of the issue of proof of the compatibility of the new use with urban planning regulations. A critical examination of the serious problems which, in the author’s view, the new doctrine raises in relation to the previously applied approach.
